Code reviewer V2

Roll out a code reviewer and set of checks for Elixir that follows these principles:

• transforms unidiomatic to idiomatic patterns

• detect problems that occur between modules and functions

• focus on more subjective checks; leave objective rules to traditional linters

• suggest patterns that are hard to notice, but make the code much simpler
